Many systems in neighboring states are desperate to fill positions; in fact, one system will hire more than 400 teachers this year alone. By 2003, West Virginia will have 1,000 teachers per year eligible for retirement and we already see the need in the eastern panhandle counties of Jefferson and Morgan.”
